The UK government seems to be changing it's mind on this.
For all us non resident folk, the latest news is better than the rather penny pinching announcement added to last autumns pre-budget report.
Oct 2007 announcement:

HMRC does not currently count the days they arrive in or depart from the
UK. On and after 6 April 2008, days of arrival and departure will be
counted as days of presence in the UK for residence test purposes. |
New proposal in document from 12 Mar 2008
| Quote: | The changes announced today mean that on and after 6 April 2008, any
day where the individual is present in the UK at midnight will be counted
as a day of presence in the UK for residence test purposes. |

I take that to mean that the OLD rules will apply to days counted for 2007-2008 and previous years. What would be really horrendous would be if they changed the counting rules and applied the new methods of counting to past years making some folk suddenly unavoidably resident with a huge unexpected tax bill. |
